You can use daz3d to make some quality animations, it's pretty simple and straightforward really.

GIF animations are mostly done in photohsop (atleast converting them from Video - GIF) Animations can be done in a ton of different programs. Maya is the mostly used Animation program for 3d models and also used professionally. It takes months(Probably years) to master animation so don't expect it to be very easy.
