Most of that has to be drawn. Then apply some effects to make it more dynamic. But without graphictablet its not that easy

I'd advise you (if you don't have a graphics tablet) to get a picture of an eye, print it out, and then using first pencil, and once you've finished this stage,fineliner, to draw how you want the lines to be on the finished picture. Do that over the print out of the eye. Then, scan it into your computer and save it your documents. Open it in Photoshop, but the first thing you need to do is save it as a .psd file. Create a new layer and select it. Using the brush tool, draw out the shape you did in pen. Then, create a new layer and fill in any bits that need to be filled in. Now, merge the layers and double click on the layer that remains. A menu should open. Fiddle around with this until you get the desired effect. Now, make the background layer invisible.
