Learn how each of the encoding methods works and reverse engineer them. Only issue is, is that is is a lot of work to do on paper.

You could but you need to know the algorithm of base64 decoding proccess, and also the alphabets used in those variants. And you'll need A LOT of paper

As quoted here before, you have to decrypt the encrypted link he gave you, using sites like http://crypo.in.ua/tools/ . You also need to follow his encrypting path : Encryted: ATOM-128 > TRIPO-5 > BASE-64 > ZONG22 > FERON-74, those are all different kinds of encryption.

Just follow the encryption methodology, and you can't go wrong. It's quite a simplistic task.
