You could make a Browser Add-on like this:
adf.ly is opened, the program shows the real URL and the user says:
Yes-Visit
No-Thanks

Not to be the mean guy here, but why download a program when you can just use http://checkshorturl.com/?
Apparently to the media, the best hacking tool around is a magnifying glass to the monitor. Ooh, pretty colors.
