On a computer device you have to setup a simple model. Similar to a proxy, you have to use a language that generate less traffic for example a Ajax or JavaScript request and host in a server with php. This way you can send hits that take less than a second and the server takes 2 seconds. Add a few servers and make the program work in a loop and you have a DDOS tool.
