Be consistent with your tweets, Never buy followers they are all fake/made to look real. Buy access to tweet decks as long as they are a similar niche to you otherwise you will not get many real people interested in your twitter. Reach out to larger twitters and see if you can get a few likes/favourites etc but you mainly want to get a retweet! Around 30-50k i would try approach people and see if they will follow you (this isn't that great of an idea as it is hit and miss) as stupid as it sounds if people see that someone has followed you on twitter they will go and look at your twitter just because they followed you so you can get followers that way. (Sorry if that is hard to understand)
