I guess I come at it form the small-town mentality. You don't need to involve the pigs with every little thing some kid does. Bring a weapon to school and threaten students, go ahead and call in the fuzz! "hack" a computer using a teachers credentials? Probably don't need the Calvary for that one.
Reading the article, it doesn't even discuss what the "hack" is. Did the teacher leave the workstation open and unattended? Did the teacher write the password under the keyboard? Did the teacher use a shitty password? I think the actual method of "hack" is very important here. The news is painting this kid as some leet haxxor straight outta the movie "Hackers" and as a menace to society. If the test questions were encrypted" and didn't use the same shitty password as the teachers workstation (assuming that's how the student "hacked" the system) then who the FUCK cares, they're encrypted. That's the whole fucking point of encryption - security in layers.
ah, in the video it says he "used an administrative password". Hmmm......

A kid at my school got suspended for 10 days with like 2 weeks of ISS just for making a program that open and closed the CD drive until it broke. What has society come to?

Although his actions were not malicious In any way, It's the "unauthorized access" that's the Issue.
Don't get me wrong, I don't agree with the charges laid against the kid, but If he were someone with malicious Intent, the ramifications could've been catastrophic.
