try to flush dns open cmd and type: ipconfig /flushdns

As @KBytes said, if that doesn't work then you might have to wait since it could be a server issue right now. Also you could let someone else try

Usually I'd say that you can't fix it since 504 is not your problem but server side.
However, I see that you haven't specified timeout which is disabled by default. I think that your request to the server is timing out in its communication with your endpoint server, hence the 504.
You should use the timeout parameter r = requests.post(url, data=payload, timeout=4.5)
