Well as of now they're only planning to do this, nothing is set in stone.
Also:
"Austria is also planning laws to make it easier to monitor encrypted messages as well as building out a linked network of cameras and other equipment to read vehicle licence plates." - America has been doing this for a while now, and those who pay attention know this. Now you probably think, at this point, that I'm a conspiracy nut but look up the programs. PRISM, SIGINT, Blarney, etc.
Overall Germany is just being more open about it which, honestly, is better than the US sometimes does.
