I'm updating for @Oni, because he is unable to do it on his own right now (wisdom teeth situation).

Acts:
Take advantage of the talents of our citizens by placing the most suitable people (also whoever wants to do it the most) into these categories:
500,000 units to drilling and fracking.
200,000 units to gathering general resources, like logging and mining.
200,000 units to manufacturing.
200,000 units to science and research.
The rest of the people are free to do their regular jobs.
Lift all bans on fracking and drilling.
Sell the excess resources that we gather.
Sell the excess oil that we gather.
Have the manufacturers create enough weapons for the military.
Prostitution is now legalized.
Put a flat 20% tax on prostitution, drugs, and gambling.
Give all vagrants jobs as drillers.
