Does /dev/SDC change to /dev/SDA at boot? 05-10-2015, 04:48 PM

I apologize if that's a misleading title.
I have an external HDD @ /dev/SDC. I have a internal ssd at /dev/SDA.
I have a bootloader installed on /dev/sdc1, and a base gentoo system installed on /dev/sdc2. I read up somewhere that upon boot, /dev/SDC would change to /dev/SDA, but I don't see how this could at all be possible. Would I have to edit the fstab file to read /dev/sdc1 and /dev/sdc2 as boot and root partitions, or should I in fact change those to /dev/sda1 and /dev/sda2?
