Divi Theme from Elegant Themes is a great block building theme that starts with layout and moves to modules plugged into that layout. It costs a membership to Elegant Themes and you have access to all of their plugins.

You start with editing a page and in the editor you have a button to use the page builder with Divi. Then you build rows with sections in certain ratios to each other.  Finally, you choose which kind of module to insert in each section. It is really quite simple, yet elegant.

It looks quite nice, for mostly static websites or a website with simple articles, but of course you wouldn't do much more than that
