If you look at the video closely you can see him reaching towards his waist/pocket. Now I personally do not see a firearm however the man shot himself earlier and the police supposedly found "The handicapped man, Jeremy McDole, was armed with a .38-caliber gun"

If he shot himself earlier and that was the reason the police were called if they see him reaching instead of doing what he was instructed to do then the cops are going to fire the man did have multiple chances to put his hands up. The worst thing to do is reach anywhere whether it be on your or in a car, etc unless the officer instructs you to.
