It depends, i have used to take down websites and profiles and it have worked.
(If you have the reason, for example spam/catfish, etc they get removed in most cases)

I just don't think, if you report Facebook, it would get shut down. From the image that Mothered has provided, is there more options below that?

No need for a VM, It's only a HTML file.
