I find it annoying to have it there all the time. Most people seen it and now it is just standing there. If you can implement that anyone who wants to close it can click on a small X and it will be gone. And who wants it to stay he can just leave it there. Hope you do this in the next update.

Well for starters this will only be here for another day and will most likely be removed on the 26th so it's not that big of a deal. Secondly I'd have to agree with this even though it's not that big of a deal since the announcement is quite small.

If and when I do notifications. They are usually only for a couple days or so tops. Usually important ones. So it's fine how it is, considering the size.
