You cannot really post programs (which are binary files) as a text, as text uses only a subset of possible combinations of a byte and some other combinations do not represent any printable characters (and some combinations can actually result in more characters than bytes and vice versa), while binary files use all possible combinations of bytes, so showing them as a text would corrupt these bytes and the ones that would be shown as characters would be more or less gibberish, as DOS programs are basically machine code - numbers that are read directly by the processor, not text.

Basically the companies that make antiviruses decided to use this piece of text as a test to check if the anti-virus monitors the system appropriately and picks it up. It has no way of actually harming the computer, so it's safe to use for anyone, compared to having to use an actual virus and it's also relatively simple to use.

don't take tension bro, here somebody came for show itself extra-ori. , everybody know its a text which run on Windows OS as a command so it called BATCH file. In world i think only windows os is os which that use AV.

This is a very very old method,
also if you have a legit antivirus on your PC then i am 100% sure that it will work.
(Antiviruses are not for showoff's)

If you really want to test your antivirus then grab a crypted RAT and test it with your antivirus and antiviruses like
Bit defender, Avira, Kaspersky.

Euhmm.. you know, there are quite a lot of antiviruses for other systems too... Clam AV was one of the first, user-friendly for Linux, I used to have an antivirus on my Symbian (a few years ago) and there are quite a few on iOS. Malware developers don't target only Windows, they target whatever they need compromised.

And I'm pretty sure that the EICAR test isn't limited only to Windows. As Frooxius said, it's just text...
