The forum does not need too many sections yet, that is why many forums fail.

No, that's not always a reason. Most forums have a huge variety of sections, the forum I know with most sections is XDA-Developers, they have over 500 sections xD

Well, there is no need to be surprised about that as they have been a forum for a very long time and has a quite unique "niche".
