If that guy you are on about is in the UK http://www.ceop.police.uk/safety-centre/ these guys actually do stuff. So if you can SE them in to doing stuff you can still fuck with him. Not sure what they'll do, but if it was because of these guys my friend got all his stuff seized (most likely is) he hasn't got any electronics back in about 5 months. I'd say it is worth a shot if anything.
