hack·er
/ˈhakər/
Noun
An enthusiastic and skillful computer programmer or user.
A person who uses computers to gain unauthorized access to data.
Hacker (term), a term used in computing for several types of persons:
Hacker (computer security) someone who accesses a computer system by circumventing its security system.
Hacker (hobbyist), who makes innovative customizations or combinations of retail electronic and computer equipment.
Hacker (programmer subculture), who combines excellence, playfulness, cleverness and exploration in performed activities.
The above by definition defines the application of a Hacker, which in context infers an ongoing learning experience in the pursuit to improve one's skills in the application of Hacking, thus making them by definition a Hacker.
Totally different from your immediate inference which alludes more so towards an individual who merely uses Tools to accomplish the goals that define a Skid Kiddie without learning anything in the process of using those tools.
Understand the difference now?
