I suspect that rumour starts from the idea that, when a hair is plucked, it's quite thin at the end, so it appears like the hair is thinner. When you shave, you cut it off at the thicker part of the hair, so it appears like it's growing thicker. I can kinda understand that one.
But you're right, shaving hairs does not change the hair itself.
