Khat is a controlled substance in the UK. It's the first time I've ever heard of it, but if usage becomes continued and elevated it'll most likely be appended to the Misuse of Drugs Act 1971, either after Cannabis, or after a class C drug (lowest level).

From what I've read it's not controlled in Ethiopia, so it's likely there's some jammy imports going on.

I really hope Texas does not legalize marijuana. I don't want to smell it everywhere I go. I don't want to suffocate every day. I want to breathe fresh air, not contaminated air.

I'm sure you won't have to worry about it because:

Texas is too socially conservative to do it anytime soon
When Texas finally legalizes it (or more likely it's legalized at the federal level before Texas does it at the state level) there's plenty of fresh air for you to breathe.
