Common method:
Go to a huge forum, and post a thread with your site's link and then see if anyone joins, then just repeat this. This is probably the most UNSUCCESSFUL to get members, but, if its a forum such as TTG, where most newcomers to forums go, then its successful because they aren't rooted to a site.
DO NOT DO THIS, AS THIS MIGHT GIVE CG A BAD NAME.
Word of Mouth:
Another way to advertise the site, is by simply TELLING people about it via Social Media, Instant Messenger's, eMail, even in person.
PM system:
Much like spamming a forum, recruiting members for a forum via the Private Messaging system is a somewhat stealthy, less "find-outable" way to be banned method. You can get new members, without the higher risk of being banned on a forum that you use when you're not on the other one.
Stickies on other sites/advertisement banners:
Site's like HF, FK and Social media sites like Facebook and Twitter have many ways to advertise your OWN site. If you really believe your site is the "next big thing", then money shouldn't be that much of a problem. Its another way to get more members.
