You can install updates manually. I prefer installing updates manually as well, so you can only download the updates you actually need.

And If all this fails and It means to enable & disable the Windows Update Service, then be It as It may. It's takes 20 seconds (literally) to disable the Service, and 20 more seconds to enable It when Windows Updates are required. If a user can't spare 40 seconds of his/her time doing just that, then It's a "user" Issue, not a computational Issue.
